40kmhr zone cafe strip and SUV driver needed to close pass cyclist instead of waiting to clear traffic island. Police claimed they had no reference for close pass so couldnt follow up. They were asked to speak to driver at least and they claimed it is a company car and unless a crime they cant gain driver identity.
