Car overtakes kids on a single white line

Location: Outside Fahy's memorial in Woodquay travelling out of town
Camera: action cam 720p 60fps
With: 3 Adults and 3 kids
How we felt: after a long uneventful cycle we felt this spoiled it and thought it was dangerous.
What: White Toyota Avensis Estate 10 G 18403

Car was over the white line in the middle of the road and dangerously close to 2 kids (probably less than a meter)
Kids were on hybrid 24" bikes.
