Bike lane parking lot

I do understand that if a patch of roadway is marked green it means to keep clear. I guess this doesn't count when bicycles are the benefactors. The issue is further confused by the presence of an old council sign that says the bike lane ends where the green bike clearway begins in the leadup to the green bike storage box.
